Americans are looking for inexpensive places to retire with lots of outdoor recreation, a little sophistication, and lots to do.  Louisiana is rising, especially for retirees.  Of all the southern states, it stands out for arts, education, expense, and potential.  But there is some poverty and the weather can be terrible. Still, the state has a great deal to recommend it including acceptable competition ratios!
